Led by the recently-revived Germany, the Mandate initially consisted of seven states across Europe, with plans to grow as time went on. With nearly 50 defunct countries since the 2030s, the Mandate was the first glimmer of hope that the world could return to normal - in spite of the [[Thousand Petals Coalition]]. The path to reformation came quicker than most anticipated, thanks largely to the Shearwater weather satellites. As their use spread globally, fallen nations began the slow and arduous path to restoration, something that had seemed impossible only a few years prior. Talks had secretly been taking place for years, and the Mandate's formal establishment was planned for early 2050. However, with the surprise announcement of the Thousand Petals Coalition, member nations feared delaying would be detrimental to the Mandate's goals. As many European nations had already expressed interest in joining the Coalition, time was short to make their presence known as a viable, and more peaceful, alternative. The irony that a new European union would be born out of the Shearwater satellites, an instrument critical to the creation of a Non-Patriated nation, was not lost on [[Loyiso "Oz" Okusanya|Oz]]. An alliance with US forces was all but necessary for survival, especially after Russia aligned with the Coalition.
